Privacy Policy

This policy explains what personal information RJLU Rentals collects through this website, why we collect it, who we share it with, and what you can do about it. It applies to this website only.

1. Who we are

This website is operated by RJLU Rentals, a residential rental business operating in Carrollton and East Alton, Illinois.

2. Information you give us

The only place this website collects personal information is the rental application form. If you submit an application, we collect:

  • About you: full name, present address, phone number, email address and date of birth.
  • About your spouse, if you provide it: name, date of birth and employment details.
  • About your household: the names and ages of children residing with you, and the names of any other adults residing with you.
  • Employment and income: current and previous employer, employer address and phone, length of employment and monthly wages — for you and, if provided, your spouse.
  • Rental history: current and previous landlord names and phone numbers, addresses rented, length of tenancy and rent amounts.
  • Background: your answer to the question about felony convictions for you or anyone who would reside in the home.
  • Your electronic signature and the date you signed.

This website does not ask for your Social Security number or your driver's license number, and does not store them. The background check is arranged in person, after we have spoken with you, so there is no reason to send those numbers over a web form. We ask for your date of birth to confirm you are 18 or older, which is required to enter into a lease. It is not used to score or rank your application.

3. Information collected automatically

This website sets no cookies on visitors' devices. It runs no analytics, no advertising pixels, and no third-party tracking or social media scripts. We do not build profiles of visitors, and we do not sell or share personal information for cross-context behavioral advertising.

The one cookie this site is capable of setting is a login cookie for the property manager's private administrative area. It is never set for ordinary visitors.

Our hosting provider automatically records standard server request logs — including IP address, the page requested, and the date and time — for security and reliability. The web fonts used on this site are served from our own server, so viewing this website does not send your IP address to any font or analytics provider.

4. How we use your information

  • To evaluate your rental application and decide whether to offer you a tenancy.
  • To confirm you are 18 or older, which is required to enter into a lease.
  • To contact you about your application, by phone, text or email.
  • To verify the information you provided, including by contacting the employers and landlords you listed as references.
  • To prepare a lease if your application is approved.
  • To keep records we are required or permitted to keep, and to protect our legal rights.

We do not use your application information for marketing. We do not send marketing email or text messages.

5. Automated screening of applications

You should know that we use an automated tool to help review rental applications.

When you submit an application, its contents are sent to an artificial-intelligence service operated by Anthropic (the Claude API), which returns a numeric score from 1 to 10 and a short written summary. The score is based on your stated income relative to the rent, your employment history, your rental history, and your answer to the felony question.

Your date of birth is not sent to this service, and we do not collect your Social Security or driver's license number at all. Neither is information about the children or other adults in your household — that is deliberately excluded from the assessment.

The score is advisory. A person at RJLU Rentals reviews every application and makes the final decision. If you would like your application reviewed without reference to the automated score, or you think the summary got something wrong, call us and ask — we will do it.

6. Who we share your information with

We do not sell your personal information. We share it only as described here:

  • Service providers who run this website. Our hosting provider (Vercel) and our database provider (Turso) store and process application data on our behalf.
  • The automated screening service. Anthropic receives the application contents described in section 5.
  • References you gave us. When we call the employers and landlords you listed, we identify you as an applicant.
  • Background-check providers. We use Tenant Background Search for background and credit checks. Its service uses TransUnion SmartMove, provided by TransUnion Rental Screening Solutions, Inc. You complete the screening information directly with the screening service. If information is missing or incomplete, we contact you to request it before proceeding with the background and credit check. Tenant Background Search describes collecting your name, address and email, and obtaining your authorization online before releasing a report.   • When the law requires it, such as in response to a subpoena, court order or lawful government request, or to establish or defend legal claims.

7. If we decline your application

We run a background check as part of the application process. If that check is carried out by a tenant screening or consumer reporting company, federal law — the Fair Credit Reporting Act — gives you rights when a report is used against you.

If we decline your application, require a higher deposit, or require a co-signer, and we did that in whole or in part because of information in a consumer report, we will tell you. That notice will include:

  • The name, address and telephone number of the company that supplied the report.
  • A statement that the company supplied the report but did not make the decision and cannot explain why it was made.
  • Notice of your right to a free copy of the report from that company if you ask within 60 days.
  • Notice of your right to dispute the accuracy or completeness of anything in the report with that company.

TransUnion report-dispute instructions. If a report from a different company contributes to our decision, the notice must identify that company and its contact information.

Separately, if we decline your application because of your answer to the felony question rather than because of a consumer report, you can still call us and ask why, and ask us to reconsider in light of your circumstances.

8. How long we keep it

We keep applications for three years from the date they are submitted, and then delete them. Three years covers the period in which a fair housing complaint can be brought, which is the reason we keep them at all. This applies whether or not the application was approved.

You can ask us to delete your application at any time, and we will do so unless we are required to keep it. See section 10.

Your date of birth is only used to confirm you are old enough to enter a lease. It is deleted automatically as soon as we approve or decline your application — the rest of the application is kept for the three years described above. You can also ask us to remove it sooner.

9. How we protect it

Application data is transmitted over an encrypted connection (HTTPS) and stored in a hosted database that only the property manager can reach, through a password-protected administrative area. The site sends security headers instructing browsers to refuse to load it inside other websites and to use HTTPS only.

No method of transmission or storage is completely secure, and we cannot guarantee absolute security. If a breach affects your Social Security number or other personal information covered by the Illinois Personal Information Protection Act, we will notify you as that law requires.

10. Your choices and your rights

You can, at any time:

  • Ask what personal information we hold about you.
  • Ask us to correct information that is wrong.
  • Ask us to delete your application.
  • Ask for a human review of an application that was screened automatically.
  • Withdraw your application.

To do any of these, call 618-535-6588 or email Rj8lu3@gmail.com. We may need to verify your identity before we act, so that we do not disclose your information to someone else. We will respond within one week (seven calendar days).

Illinois does not currently have a general consumer privacy statute giving residents the rights that California, Colorado and similar states provide. We offer the choices above to everyone regardless of where you live.

11. Children

This website is intended for adults applying to rent a home. We do not knowingly collect personal information directly from children under 13. The application form does ask an adult applicant for the names and ages of children who would live in the home; that information comes from you, not from the child, and it is not used to evaluate your application.

12. Fair housing

RJLU Rentals does business in accordance with the federal Fair Housing Act and the Illinois Human Rights Act. We do not make rental decisions on the basis of race, color, religion, sex, national origin, familial status, disability, ancestry, marital status, military status, sexual orientation, or any other class protected by law.

13. Changes to this policy

If we change this policy we will update the effective date at the top of this page. If the change is significant, we will say so on the website.
